Delivering the vaccination strategy

Information and resources for healthcare leaders on the barriers, success factors and enablers for vaccination programme delivery.
By April 2027, responsibility for the commissioning of vaccination services and suitable elements of screening pathways will be transferred to integrated care boards (ICBs), giving ICBs responsibility for a wider range of prevention services for their populations. This is a core component of the NHS Vaccination Strategy, which aims to reduce morbidity and mortality from vaccine-preventable diseases by increasing vaccination uptake and coverage, particularly in underserved populations.
To support ongoing national work on commissioning, we have listened to our members to understand the critical success factors for the effective provision and delivery of vaccination programmes and to gather case studies of programme delivery. This project has been supported by the Association of the British Pharmaceutical Industry (ABPI) and provides examples and insights from a range of vaccination programmes.
Our work with health leaders has highlighted that a future vaccination offer should:
- enable local flexibility
- facilitate strong local leadership for vaccination
- offer flexibility to design services that are culturally sensitive and that meet the needs of local populations, with expert public health input.

About the project
This project has been supported by The Association of the British Pharmaceutical Industry (ABPI), whose membership includes companies which research, manufacture and supply vaccines for the UK’s national immunisation programmes
The insights gathered throughout this project have come from conversations with NHS Confederation members across the healthcare system and a roundtable with primary care and system leaders, which took place in June 2025.

Delivering at-scale vaccinations through a GP federation
Since 2020, the Alliance for Better Care GP federation has supported its member practices across 24 PCNs in Surrey and Sussex to deliver vaccinations.

East Staffordshire Primary Care Network reduced the duration of its vaccine hub, which led to increased patient demand.
