Supporting the strategic agenda of the NHS in Wales from an NHS employers’ perspective.
Established in February 2009, the strategic driving force behind the work of NHS Wales Employers is the principle that good quality patient care relies upon a strong, motivated and skilled workforce to deliver it.
Our work and general role is to support the strategic agenda of the NHS in Wales from an NHS employers’ perspective, recognising the central role of the workforce in facilitating service change and consequently ensuring that the NHS is a place where people want to work and an employer of choice.
Our work
What are we aiming to achieve?
- We aim to represent NHS organisations in Wales on workforce issues at a strategic level.
- help employers to make the most of the potential of their workforce.
- ensure the NHS is a place where people want to work; and as a consequence, improve the quality of service and provide better patient care.
NHS Wales Employers is hosted by the Welsh NHS Confederation.
Our key remit
Effective employee and employer relations
- Leading the national collective relationships with trade unions with Health Boards and Trusts on pay, terms and conditions and pensions.
- Leading the employers’ contribution to social partnership, working at a national level with trade union partners in developing and implementing policy and programmes that impact on the healthcare workforce.
- Coordinating the development and review of workplace policies, guidance, position statements and other tangible products on behalf of employers in partnership with trade unions and WG.
- Brokering and facilitating relationships between key parties in the development of policy and good practice.
- Project managing complex negotiations.
Improved employer representation
- Collating and conveying the opinions of Welsh employers in UK discussions on pay, terms and conditions and pensions, reporting back on emerging policy.
- Coordinating and representing the interests of Health Boards and Trusts in influencing and developing employment policy.
- Preparing media responses on collective HR and workforce issues.
Identification and sharing of good practice
- Horizon scanning for issues that will have a potential impact on Health Boards & Trusts, identifying the implications of these and determining proposed courses of action.
- Acting as a resource in developing and interpreting good practice in employment policy and practice.
Coordinated approach to workforce and OD matters
- Acting as a point of contact for collective workforce issues for NHS organisations, trade unions, Welsh Government and other stakeholders.
- Providing impartial advice, support and guidance to the service on workforce matters and in particular to Directors of Workforce & OD through its stewardship of the Directors’ peer group.
- Undertaking commissions for specialist one off pieces of work, as appropriate.
- Providing a secretariat and coordinating function for the W&OD Directors peer group and to the Deputy Directors.
Meet the team
Sue Green
Sue has over 30 years’ experience as a people professional, 15 years as an Executive Director in the NHS in both Wales and England. Sue worked in Local Government and Higher Education prior to joining the NHS in 2003.
Andrew Davies
Prior to his appointment, Andrew's previous NHS experience included senior management roles in corporate governance, project management and service modernisation.
Andrew has also been General Manager for PrimeCare Wales, a commercial out of hours primary care provider, and was an Operations Director at Diabetes UK where he lead on the successful change in corporate identity and culture.
Mae gan Andrew 25 mlynedd o brofiad o weithio ar lefel uwch mewn meysydd yn ymwneud ag iechyd o fewn y GIG, y sector preifat a’r sector gwirfoddol yng Nghymru a Lloegr.
Cyn iddo gael ei benodi yn Rheolwr Polisi a Datblygu, roedd ei brofiad blaenorol o’r GIG yn cynnwys rolau uwch reoli mewn llywodraethu corfforaethol, rheoli prosiectau a moderneiddio gwasanaethau.
Bu Andrew hefyd yn Rheolwr Cyffredinol PrimeCare Cymru, darparwr gofal sylfaenol masnachol y tu allan i oriau, ac roedd yn Gyfarwyddwr Gweithrediadau yn Diabetes UK lle yr arweiniodd y newid llwyddiannus mewn hunaniaeth gorfforaethol a diwylliant.
Kirsty White
Kirsty has over 17 years of experience as an Operational and Practice Manager in both Dentistry and Primary Care across Wales and England. In 2024, she joined NHS Wales Employers as the Medical and Dental Contracts Manager.
Andrea Thomas
Andrea joined the NHS in 1994 working for what was then Pembrokeshire NHS Trust, now Hywel Dda University Health Board.
She worked for Hywel Dda in the role of Job Evaluation Lead (amongst other things) until June 2021 which also included take part in many Wales and UK Job Evaluation activities including being a member of JEG.
Andrea joining NHS Wales Employers as the Wales JE Lead in April 2022 where she overseas all the Job Evaluation governance and activity in Wales and is also co-chair of UK JEG.
Tabitha Rodway
Tabitha has 25 years' experience in executive support in banking, the third sector and social care, joining NHS Wales Employers following nearly 5 years with Cwm Taf Morgannwg University Health Board.
Katie Bevan
Katie joined NHS Wales Employers in 2024 as Job Evaluation Advisor, following a period of time with Hywel dda University Health Board. She supports the Job Evaluation activity in Wales, providing advice and guidance across the Health Boards.
Tripti Megeri
Tripti is a post-graduate in International Commercial Law. She has 15 years experience in managerial and business support roles in the Banking, Financial Services and public sector. She worked with different reputed employers in India and UK.
