Policy & Delivery Manager (ICB Network), The NHS Alliance

The vacancy

The NHS Alliance’s ICB Network is the only independent, national network bringing together the senior leaders of England's integrated care boards. The Network convenes ICB leaders across a range of forums to support teams in their roles, as well as through activities that support ICBs to evolve as strategic commissioners. Shaped by members, the Network helps leaders to exchange ideas, share experiences and challenges, and provide peer support.

We are looking for a policy and delivery manager to play a pivotal role in the success of the Network. You will work to ensure that the policy and project work of the ICB Network is high quality, relevant to national policy and member priorities and draws on insight from our membership. You will manage and deliver work within the network and work in partnership with central teams and other networks to inform and support work across The NHS Alliance.

The NHS Alliance are recruiting for a policy and delivery manager for primary care (Pharmacy, Optometry & Dentistry) (1), Community network (2) & Neighbourhood health (3). Each of these roles will be crucial in shaping, developing and supporting the implementation of policy.

We are looking for a policy and delivery manager to play a pivotal role in driving forward our work on Primary Care (Pharmacy, Optometry & Dentistry) (1), Community network (2) and Neighbourhood health (3). Reporting to the Senior Policy and Delivery Manager for Primary Care and/ or Community and Neighbourhood Health, you will work closely with colleagues from across the organisation and partners to influence policy, deliver high-impact, improvement-focused projects, and strengthen The NHS Alliance’s reach and impact in this space.

This is a fast-paced, member-facing role in which you will be responsible for leading and managing projects across multidisciplinary teams. In addition to helping to shape the policy agenda and leading high-profile programmes of work, you will support the delivery of The NHS Alliance’s member forums and conferences, undertake visits to members throughout the country, and represent the organisation at national events.

The role will require regular attendance at events and meetings in our London and Leeds offices, as well as travel to visit members across England.

Head of Policy & Delivery, The NHS Alliance

The NHS Race and Health Observatory is an independent organisation, set up to explore ethnic inequalities in access to healthcare, experiences of healthcare, health outcomes, and inequalities experienced by black and minority ethnic members of the health and care workforce. It is a proactive investigator, providing strong recommendations that inform policymaking and facilitate change. It is evidence-driven and solution-focused.

The Observatory is hosted by NHS Alliance. Its board and team are independent, and it dictates its own direction and areas of focus. The Observatory has three main functions:

  • facilitating new, high-quality, and innovative research and evidence
  • making strategic policy recommendations for change
  • supporting the practical implementation of those recommendations.

As a Head of Policy and Delivery you will: 

  • Support the Assistant Director, Policy in developing a network of policymakers and officials across the government and arm’s length bodies; and engage with those people to encourage action against the Observatory’s published recommendations.
  • Work with colleagues across the organisation to develop policy positions, completing rapid analyses on policy developments and making recommendations to inform the Observatory’s strategy.
  • Provide secretariat support to the RHO Stakeholder Engagement Group and provide leadership on the development of a new community participation model for the Observatory.
  • Present the findings of research and other outputs to large and varied audiences, both digitally and in person, and represent the Observatory at conferences, working groups, and in other public forums.
  • Write impactful policy briefings, blogs, and other outputs drawing attention to major policy initiatives, highlighting the potential impact of those changes for patients and the public.

Governance and Compliance Manager, The NHS Alliance

The NHS Alliance is looking for an experienced Charity Governance and Compliance Manager to help strengthen the foundations of good governance while driving practical improvements to the assurance arrangements that support our work as a membership organisation, registered charity and limited company. 

About the role 

This is a varied and influential role at the heart of the NHS Alliance. You will help strengthen our governance and compliance arrangements, improve how assurance works in practice, and make sure the essentials are delivered consistently and well. 

  • Oversee key parts of the governance framework, including trustee recruitment and induction, statutory records and filings, governance documentation, registers of interests, the policy register, data protection and business continuity. 

  • Keep core records, registers, filings and documentation accurate, up to date and easy to rely on. 

  • Identify where arrangements can be improved, simplify processes and strengthen assurance. 

  • Provide clear, practical advice to colleagues, trustees, committee members and senior leaders. 

  • Line manage the Board Secretary/PA to the Chair and support an effective Board and committee cycle. 

  • Work closely with the Assistant Director - Governance and Compliance, on driving forward improvement and development across the breadth of governance and compliance 

About you 

You will have experience in charity governance, compliance, company secretariat, corporate governance or a related field as well as: 

  • Strong knowledge of charity, not-for-profit or similarly regulated environments. 

  • Excellent planning, coordination and delivery skills, with strong attention to detail and a commitment to accurate record keeping. 

  • Confidence building relationships across teams, using your judgement to improve processes and make governance easier to navigate. 

  • The ability to work at pace while maintaining accuracy, structure and strong records. 

  • Working knowledge of data protection requirements.

The vacancy

This role sits in our policy and analysis team, which works to influence and analyse policy on issues that are relevant to the whole NHS and all sectors of our membership. The Policy Manager plays a crucial delivery role in developing and advocating The NHS Alliance's policy objectives.

The Policy Manager will help to analyse policy developments and manage projects to influence and translate government policy on behalf of our members. This role requires experience and expertise in: policy development and influencing, health sector insight, communication, stakeholder engagement and project management.

They will also be expected to help identify opportunities for commercial partnerships and to help 
manage commercial partnerships with external organisations who invest in and support our policy offer to members.

As part of a policy function spanning The NHS Alliance’s central policy and network teams, this postholder is expected to contribute their expertise to work being carried out across the organisation, and to actively seek out input from others to ensure all policy work supports common objectives.

The post-holder will therefore be required to collaborate across teams and with external partners to deliver impactful policy outcomes.

Key priorities include:

  • Develop and delivers member-informed influencing plans, producing credible recommendations for national policymakers and responding quickly to emerging issues.
  • Monitor and analyse policy developments, briefing internal and external stakeholders to promote NHS Alliance positions and provide insight.
  • Ensure policy alignment and coherence – contribute to policy work across The NHS Alliance, ensuring outputs are consistent with wider organisational priorities and positions.

Programme Support Officer

Vacancy

This role provides high quality administrative and programme support to the NHS Wales Leadership National Programme, coordinated by the Welsh NHS 
Confederation. You will work as part of a small team to support the delivery of the Executive Peer Groups and national engagement activity, helping to ensure 
programmes run smoothly and efficiently.

Reporting to the Membership Engagement Manager (Programme Team Lead), you will support the coordination and day-to-day administration of the programme. This includes, organising meetings, maintaining programme documentation, coordination communications, responding to queries, liaising with a wide range of stakeholders and providing administrative support across programme activities.

This role is integral to the successful delivery of Executive Peer Groups and the wider Membership Engagement Team. It requires a proactive, organised approach, strong attention to detail and the ability to build positive working relationships, while supporting cross organisation workstreams.

Travel across Wales may be required on occasion to support meetings and events.

Responsibilities:

  • Act as a first point of contact for programme-related queries, ensuring they are 
    dealt with in a professional and timely manner.
  • Provide day-to-day administrative and coordination support across the 
    programme portfolio to ensure activities are delivered effectively and on time.
  • Provide comprehensive administrative support to Executive Peer Group Chairs, 
    including scheduling meetings, distributing agendas, preparing meeting papers, 
    taking accurate minutes, maintaining action logs, and following up on agreed 
    actions.
  • Coordinate meeting logistics, including booking venues or virtual meetings, 
    managing attendee lists and circulating meeting documentation.
  • Build and maintain positive working relationships with Executive Peer Group 
    Chairs, members and stakeholders across NHS Wales.
  • Proactively contribute membership insight to the wider Welsh NHS 
    Confederation team, including for the Annual Conference and events 
    programme and communications and influencing programme.
  • Undertake regular updating and maintenance of records as well as distribution 
    lists.
  • Responsible for enabling work to be delivered to agreed deadlines and 
    highlighting to the Membership Engagement Manager any challenges to 
    delivery in a timely manner.

Senior Implementation Programme Manager

Salary: £63,175 (plus £4,000 London living allowance where applicable)

The Senior Implementation Programme Manager will play a critical leadership role in shaping and delivering the Observatory’s implementation programme, with accountability for leading complex, high-profile national programmes and contributing to the strategic development of the Observatory’s implementation offer.

The postholder will lead the operational delivery of the national Perinatal Equity and Anti-Discrimination Programme (PEADP) and other implementation priorities, operating with a high degree of autonomy and acting as a senior advisor to the Head of Implementation on programme strategy, delivery models, and impact.

The postholder will lead the operational delivery and programme management of the Observatory’s Perinatal Equity and Anti-Discrimination Programme (PEADP), a national initiative delivered with Advancing Quality Alliance (Aqua), Inspiring Hope, and White Ribbon Alliance UK across 158 maternity and neonatal sites across England. They will operate with a high degree of autonomy and act as a senior advisor to the Head of Implementation on programme strategy, delivery models, and impact.

In addition to overseeing programme governance, delivery, and performance, the postholder will support other Implementation priorities, and contribute to the development of the RHO implementation strategy, and support innovation in delivery approaches. This will require close working with senior stakeholders across NHS England, integrated care systems, delivery partners, and communities.

The role includes line management responsibility for members of the Implementation team and may deputise for the Head of Implementation where required. 

Responsibilities:

  • Lead operational delivery of PEADP across 158 maternity sites in partnership with co-delivery partners, ensuring time, cost, quality and impact targets are met. 
  • Provide senior oversight of programme governance, planning, risk, and assurance processes, making informed decisions and escalating strategic issues where required. 
  • Translate strategic priorities into programme delivery, shaping programme design, delivery methodology, and evaluation frameworks.
  • Build and maintain inclusive relationships with the NHS England Commissioning team, NHS senior leaders, site teams, and community stakeholders as a credible programme management lead. 
  • Hold delegated responsibility for programme budget, ensuring strong financial management, forecasting, procurement oversight and value for money. 
  • Lead and develop designated member of the Implementation team, fostering a high-performing, inclusive and improvement-focused culture, and providing matrix leadership across programme delivery. 
  • Deputise for the Head of Implementation as required and represent the Observatory at senior internal and external forums, contributing to national discussions on implementation and health equity.

Annual leave

Entitlement

Our holiday year runs from 1 April to 31 March. All employees are entitled to 30 days holiday per annum, this is pro rated for part time employees.

Office closure days

Up to 4 days of your annual leave will be used to close down the office between Christmas and New Year.

Buying and selling annual leave

In February each year we offer staff the opportunity to buy or sell up to one working week’s leave, terms and conditions apply.

Death in service

This benefit is available to all permanent and fixed term employees.

The benefit is four times annual salary.

Pay

Our pay structure will be included in your welcome pack sent with your contract of employment. Salaries are paid monthly on the 25th of the month. If the 25th falls on a weekend or bank holiday, you will be paid on the preceding Friday.

Payroll giving

Payroll giving is a flexible scheme which allows anyone who pays UK income tax to give regularly and on a tax-free basis to the charities and good causes of their choice. We are registered with the Charities Trust who administer the scheme for us.

Pensions

We offer a group stakeholder pension plan administered by Scottish Widows. You will be automatically enrolled onto the scheme after 60 days of employment with us if you meet the criteria. We will contribute 6 per cent of basic pay providing that you contribute 3 per cent of your basic pay.

If you are currently a member of the NHS Pension Scheme and have not had a break in contributions for more than 12 months, you can continue with that scheme for up to five years from joining the organisation.

Counselling support is offered through our occupational health service subject to criteria.

Employer-supported voluteering

Our Employer supported volunteering policy allows staff up to two days paid leave per year (pro rata for part time staff) to undertake volunteering activities.

Eye tests

We will cover the cost of your annual eye test and should you require glasses specifically for VDU use we will contribute a maximum of £50 towards these.

Any costs towards eye tests and glasses can be claimed back through the expenses procedure.

Claims must be supported by a receipt and, if claiming for glasses, by an opticians certificate stating VDU use.

All staff are entitled to a flu jab around October/November. We have a clinic set up within the Leeds and London offices.

If you are unable to attend the clinics you can go elsewhere and claim the cost back through the expenses policy.
