Session summary
In this webinar, we explored the advantages of establishing a more collaborative, partnership-based relationship with the public in delivering health and social care in Northern Ireland. As well as looking at the recently launched ‘This is our health’ public conversation, we reflected on the findings of the 'People to Partners' report, which was published in October 2025. We considered how these approaches align with the Health and Social Care Reset Plan for NI.

Battles won, but are we winning the war? Over the last year there has been a concerted effort to reduce the waiting lists in Northern Ireland in line with the current Programme for Government and the Health and Social Care Reset Plan. £50 million of new money was allocated to deal with the backlog. This webinar featured Professor Mark Taylor, Northern Ireland’s first Regional Clinical Director for Elective Care, who was appointed in July 2025 and has played a central role in overseeing, leading, and supporting the NI Department of Health’s drive to reduce waiting lists. We also heard from a panel of experts as we discussed progress made over the last year, explored how to build capacity within the system, and considered the strategies being developed to ultimately win the war on waiting lists.

Session summary
A core element of the Health and Social Care Reset Plan for Northern Ireland is the proposal to move to a neighbourhood model of care. The purpose behind this model is to help providers work together to effectively manage rising demand and offer more advanced and specialist services closer to communities. Following a widespread engagement process led by the Department of Health (DoH), the next phase will see the model start to be built. In this webinar, we set out the policy ambition and design principles of the neighbourhood model; described the results from the recent call for evidence; and explored the role of Integrated Neighbourhood Teams. To support our focus on mobilisation, we invited a range of system leaders to set out what they believe are the key opportunities arising from this new model. After their inputs, we explored with delegates how we can collectively mobilise to support this new way of working.

Winter pressures on our HSC system in Northern Ireland have intensified year on year, increasingly becoming a persistent, year-round challenge. As planning commenced for winter 2025, Health Minister Mike Nesbitt set in motion ‘The Big Discussion’, a whole systems conversation to learn from winter 2024. At this webinar, we took a closer look at the approach used in the Big Discussion, which examined the drivers of demand that put pressure on the system year-round, but peak in winter. We heard inputs from key system leaders against the backdrop of a challenging flu season, before having an open discussion on how to prepare together for the remainder of the winter months.
