NHS 10-year workforce plan call for evidence: written submission from NHS Providers
7 November 2025
This submission sets out our views on what will be necessary to make the 10-year workforce plan credible.
Workforce
In the 10-year health plan (10YHP) government committed to produce a 10 Year Workforce Plan for the NHS.
Following a joint lobbying effort led by NHS Providers and the Royal College of Physicians, government is running stakeholder engagement to inform the 10-year workforce plan (10YWP), including a call for evidence.
Our submission to the call for evidence sets out our views on what's necessary to make the 10YWP credible, and ensure it covers the right content.
We remain supportive of a regularly refreshed, credible national workforce plan for the NHS. To be believable, the 10YWP has got to be achievable:
- Accompanied by a clear implementation plan.
- Priorities funded and coherent.
- Assumptions tested and kept up to date.
- Modelling transparent and independently verified.
The 10YWP must deliver the promise set out in the 10YHP to treat the NHS workforce better. Staff must be supported and motivated if 10YHP ambitions are to be achieved.
